Policy and Regulatory Counsel
Michael Panfil is REBA’s Policy and Regulatory Counsel. He engages on issues centered on wholesale power markets and pathways to affordable renewable procurement for all buyers. Michael joins REBA with a decade of experience working on federal energy policy and regulation, with experience working before and with the Federal Energy Regulatory Commission, grid operators, state Public Utility Commissions, and electric utilities. He previously served as Director of Federal Energy Policy and Senior Attorney for Environmental Defense Fund’s Clean Air and Clean Energy teams, representing the organization before the U.S. Supreme Court, U.S. Appellate Courts, and U.S. Federal District Courts. Michael also spent time with the White House Council on Environmental Quality and United Nations Development Programme. He currently serves as adjunct faculty at American University, Washington College of Law, where he teaches classes on energy law. Michael holds a J.D. from Columbia Law School, joint international law degree from Sciences Po and the Sorbonne, and B.A. from the College of Wooster.
